I wish I could be of more help, but I'm neither a Veternarian, nor a Vet Technician.
It sounds like your dog has either a very severe eye infection, OR a severe allergic reaction to something.
I strongly suggest that you get your pet to a Veternarian As Soon As Possible.
IF you cannot afford a Vet, maybe if you took your pet to an animal shelter, they would take pity on your pet and be willing and able to help.
