This is a hard decision to make, depending on the circumstances...
Typically when a new iPhone, or any Apple product, is about to be released, rumors of it are all over the internet. Some of them are right on the money, and some of them aren't.
Just keep the following in mind:
June 2007: original 2G iPhone released
July 2008: iPhone 3G released
June 2009: iPhone 3GS released
Considering Apple's current release standard, it might hold weight to wait just a while until a new iPhone is revealed. But then again nothing might happen until their contract expires with AT&T, which will open the floodgates for a 4G iPhone.

Well, Galaxy Note is out already, but iPhone 5 might not come out till October. If you can wait I'd say iPhone 5. Flash does help a lot, but it is getting replaced with HTML5 which iPhones have. Also take into account if you want a big screen or a smaller screen
