If you really like this guy, talk to him and tell him about yourself. Don't do anything flirtatious to him or do something that would get his girlfriend get suspicious of you (and him). You don't want that to happen. Also, it's up to you whether or not you want to tell him of how you feel about him, I would recommend you wait for the right moment to tell him. And who knows, he may realize (now or in the future) that you're a better girlfriend and you may very well become his next girlfriend when he breaks up.

I agree with Mac, if you truly like this guy then you realize that you enjoy spending any amount of time with him whether its a minute or hours. But you need to know that your duty to him first is as his friend. So be a friend to him, thats the best thing you could do. Its probably not what you want to hear but based on my experiences I much rather stay his friend than nothing at all to him. Like Mac said, maybe he'll realize that you are better for him than whoever he's with but only time will tell, and the closer you get the more you'll see if you really like him or if you are confusing your emotions as more than just friendship.
