Depends on the state you are in. Pick up your phone book and call the state motor vehicle dept office in your town, or in some states the county clerk does it, or here in NH it's the town clerk. In GA, you don't pay sales tax if a private party; only dealer sales are subject to sales tax. Or maybe they closed that loophole by now.
