You want to buy a real akatsuki coat which you can wear during cold weather and not the cosplay coat Does anyone know where to buy one?

I've done some searching. All I can find is the cosplay coat. However I'm sure it exists somewhere. Another option would be to modify a slightly different winter coat to suit your needs.
