Further to the above answer which is very correct, it may be simply a behavioral problem caused by a traumatic experience or fear if the dog is routinely punished, shouted at or attacked by another pet.

Also check for any plant or home cleaning liquids that the dog may be licking. Many toxics may produce that reaction.
