If it has fuel, check the lift pump. There bad about going out and taking out the injection pump.

When you are accelerating and your vehicle is sputtering, it is usually a misfire in the engine. Meaning one of your spark plugs or wires is malfunctioning. A simple tune up will fix this problem. Sputtering caused by a misfire is usually accompanied by a jerking of the vehicle when Idle. IF you are at a stop sign and you let go of the brakes, your vehicle will start jerking forward on its own without pressing the gas. try a tune up.
Call a locksmith. They have the tools necessary to take the lock apart and pop the key out. Or at least they have the tools to pull the key out - perhaps without taking anything apart.
You can replace the ignition lock cylinder in your 1994 Pontiac Firebird without removing the steering will. Remove the retaining ring at the top of the ignition cylinder. The ignition cylinder will slide out.

This is extremely strange and may not have anything to do with the rain. There could be a short in the wiring system that is triggered by the atmospheric pressure in the air.
