They have to be turned off with the switch usually located to the left of the steering cloumn.
The first thing you need to make sure is that your keys are still not in the ignition. You also need to check and make sure you have turned your headlights off.

Most headlights are not fused they are wired direct thru the headlight switch... Is your switch bad??

The problem could be in the switch. The switch is a multiplexed circuit, the resistance of the HEADLIGHT ON position is very close to the AUTO position; the switch has been updated to correct this problem.

When i was trying to disable my DRL's (Daytime Running Lights) i pulled the fuse for them and my headlights and instrument lights were flashing intermittently. Check the fuse panel in the glove box and look for the DRL fuse. Check if its blown. Hope this helps!!!
