If it does not turn over, but the lights work, you have a bad starter.

I ran into a similar problem with my '96 sebring. There is no kill switch, but there are two methods that can stop the alarm. First, (and easiest) is that the alarm is keyed to the door locks, not the ignition. By using the key to unlock the driver's side door (even if it is already unlocked, lock and then unlock), the alarm should shut off. The second method is less smooth, but effective if you have a short and unlocking won't help. The fuse box is located in the engine compartment. Pop the hood, open the fuse box and pull the appropriate fuse and the alarm will stop. The fuse (at least on my '96) was on a non-critical system (I believe with the break lights) and I was able to drive it to the shop to get the short fixed.
I had the same problem with my Jeep Wrangler. My tail lights were also not working. Turns out the same fuse controls both (at least in my vehicle) and when the tail lights go out, the dimmer goes out so you know there's a problem. Check your fuse.
im having the same problem with my 1983 fifth avenue. i figured out so far that i think its the ignition switch or the lock cylinder does the lights come on on the dash when you turn the key over
Is the car in park? Do the lights turn on? If so are the dim, or bright? If no lights you likely have a dead battery. From there I would check fuses. Good luck.

It is probably the brake lights that are on due to a misinstalled or damaged brake light switch.
To turn on the fog lights you pull the end of the turn signal lever it will pop out about 1/8th inch.
the multifunction switch... ( turn signal) twist it to turn on the lights and once the lights are on pull it towards the door to turn the fog lights on
