A DNS server is a server that looks up the IP address of the web server you are trying to access. You can change what DNS servers you connect with by using OpenDNS or a DNS service like Google's DNS server at 8.8.8.8. 10.1.1.1 is a local IP address which would could be your router, so your router is acting as your LAN's DNS server in that case.
10.1.1.1 is a private IP address and thus is a device that is serving as your DNS server on your local network. This is probably your router unless you are on a more sophisticated network, such as at a corporate business office. Whatever the device is, it is taking any requests that it cannot service and sending them up the chain to its DNS server address(es) with this process continuing until the requested address is either resolved or the DNS lookup reaches the root server and receives no response.
It is possible to change what DNS server you use by modifying the setup of your IP protocol configuration on your computer (whether IPV4 and/or IPV6). Common DNS servers available to the public are:
Norton ConnectSafe (these protect from different types of undesired websites)
Phishing, Malware-infested, etc.: 199.85.126.10, 199.85.127.10
Above plus blocking porn sites: 199.85.126.20, 199.85.127.20
Above two plus blocking controversial mature topic-related sites: 199.85.126.30, 199.85.127.30
