Yes, the fuse for the cigarrette lighter (#52) is inside the trunk, on the right side ... you have to open the panel where the battery is located (easy, by hand, indicated with an arrow on the handle, no tools required).
As soon as you open the panel you will see the fuses list on the back of the same panel ... the cigarrette lighter fuse is listed as #52. The fuses are just to the very right, above the battery, close to the top.
There is another set of fuses under the hood, they are for other functions.

The batteries are what make the electronic cigarette work.
Just pull all the fuses out and check them. Replace the bad one. that's not really going to help.... remove the cigarette lighter by pulling the trim off the radio there is a fusable link on the cigarette lighter socket itself. you can replace the socket or try to replace the fuseable link its a peice of 14 gauge aluminum wire....
There are 2 bolts that are located right below the stereo in the dash. You can remove these bolts then you can pull out just that center section of the dash to get at the cigarette lighter and accessory plugs. Or at least that is how it is on my 2000 Ranger.
