Yes they can be. I have a case now of the parents of a 12 year old boy will have to pay child support for the child currently being carried by an 18 year old girl. Though she will go to jail, her parents will have the child while she serves time and they will be awarded the child support.
The greater concern her is whether this is best for the child? I hope you are speaking to both of them about the option of adoption.
