If it is a new dishwater, there is a gov't restriction on the heating element that stops it from heating the water and drying the dishes.
If anyone knows how to override this, please advise.

More than likely you will not have heat being the water wont be circulating through the heater core , When the hot water passes through the heater coil the air passing through the heater coil makes heat blow out the vents when you have selected a heat setting on your controls.
I am betting on a Ge or Kenmore unit built by GE. It has a real motor.

because you don't have enough water in system it is very hard to get enough water in the system you have to keep adding water

Most common problem is the heating element or the connection between the element and the wire supplying power. The wire tends to corrode and break at the connection. Also check the breaker or fuse supplying it. It is a double breaker and sometimes one of them can be bad or tripped and not the other one. The fan and light may work but it will not heat.
