I don't want to state only the obvious, but if I were you I would tell him that I want to know how he feels about the situation. I think that the foundation of any good relationship is honesty (and it seems that you want to have a relationship with this guy). After 3 months of consistently sleeping with you, it seems clear that if you are still friends and sleeping together that you should progress to being in a relationship.
I know this will be difficult to do, but even if he says he is not interested in a relationship this will tell you a lot about his mindset (whether he is just in it for sex or not). Then you need to decide for yourself what you want and decide whether or not you want similar things.
