You could have the names of the files wrong or the folders and the paths to them wrong. You have to build the structure of your folders accurately and the paths to them, and have the names of the files correct, trying to be case sensitive.
I believe you might have the wrong program in mind - Internet Explorer does not have a Folders option. However - * Windows* Explorer does. Windows Explorer is the program that opens when you want to browse files on your own computer (i.e. My Computer, My Documents, etc.). If you go to My Computer (which opens Windows Explorer), you should be able to go to Tools -> Folder Options.
You'll need to call them and they can help you. Try holding the CE button down for about 30 seconds.

Could you specify what exactly is working improperly, and what it is that it is doing wrong? There is a pretty broad spectrum of possibilities there.
