In the case that the car is brand new, the value is still new as well. You will receive either a replacement of the same vehicle, or actual cash value, based on purchase price. Generally, for one year after purchasing a brand new vehicle, the total value is considered and usually indemnified.
Also, take into consideration any items IN the vehicle at the time of the fire - those would be covered under your homeowners/tenants coverage.
