A dry nose on a cat can mean the cat is dehydrated. However, a healthy cat's nose will alternate between dry and moist throughout the day.
You feed a westie by giving him dog food two or three times a day. If the westie is a puppy you give puppy food. If your westie is not eating the food she/he might be picky and you can talk to his vet to see.
Usually when a dog has a moist noise it means they are healthy. If he has a dry nose that might mean he is unhealthy or sick. But this is not in all cases. Dog's noses are wet because of the tear glandes that empty from their nose, so don't freak out if it is dry. If the weather is dry than your dog's nose may be dry. It could be that. If you are still worried you should consult your vet. He/she is your best answer.
If your nose is dry and your throat dry and sore it is heat, if you nose is dripping and wet then it's the cold.
Considering other names for dogs, Westie is perfectly legitimate.
If a baby ground hogs nose is dry it means that he hasn't had any milk in a while. When they have milk from their mother some of it comes back out through their nose.
