The difference in temperature causes the condensation. Water molecules in the air meet the cold surface of the Plumbing material and condensate on the cold surface. In a cold atmosphere the water molecules would condensate and form rain drops. If the temperature is below 0 degrees Celsius or 32 degrees F, ice will build up on the plumbing, like water molecules will transform to ice crystals, known as hail or snow. You can see that ice forming process happening in your refrigerator or freezer.
