Absolutely not! The previous answer was quite misleading. Many countries, independent artists, etc etc use silver and never stamp it, as well as stamps can be worn down over the years. After enough experience you can easily tell real silver with or without relying on marks.

It does not have to be hallmarked, some countries do require sold/exported items to be assayed for purity; But that doesn't mean every piece from every place is, particularly in cultures like Native Americans who made extensive use of silver adornment in the early 1900's through contemporary times and until much more recently, rarely signed or stamped purities.

Also, it's not at all true that non-precious and silverplated items will not carry hallmarks. I've personally seen ten if not a hundred times more silver items that were unmarked than I have silverplated items that were unmarked. Also note that people can buy and use stamps and stamp anything they'd like, be it real silver or a tin soda can as sterling.
