ther are so many varieties of mild steel to answer specifically. For most all steels, the shear yield is 0.577 times the tensile yield ( that is tensile yield divided by square root of 3)

So if a mild structural steel has a tensile yield of 36,000 psi, its shear yield is

0.577(36000) = 21,000 psi
