Yes, a Mexican who is a permanent US resident would need a Mexican passport and Visa to travel outside of the United States. If he or she were a naturalized US citizen they would need a US passport.

You require your Mexican passport to enter Costa Rica and your require your Mexican passport and US Green card to re-enter.

If you plan on staying more abroad more than one year you need to file a "Re-entry Permit". This will allow you to resume your permanent residency in the US.

I'm a United States citizen that recently drove down to Baja California (Rosarito Beach) from the Orange County, CA. I have a current passport that I brought with me in case it was needed to gain access back into the states.

I was with a friend that does NOT have a passport. He brought his CA id and birth certificate. That's ALL he needed to gain access back into (his) country (US).

I wish someone could've posted info like this! It's comforting to know that it's ridiculous that all info on the net states you will not be let into the US if you don't have a passport! NOT TRUE!!

And, we weren't afraid to drive through T.J. to get to the toll road that took took us to Rosarito Beach. We drove during the day and stayed in the resort at night, to be safe.

Anyone who is a permanent resident of the US is not a citizen yet. So if you are truly a Mexican citizen, you are required to have a visa if traveling to Canada. If you were to become a citizen of the US, however, then no visa would be required.

Can a permanent US resident travel to Czech Republic without a visa?

A Permanent Resident of the United States can travel freely outside of the US. A passport from the country of citizenship is normally all that is needed. NOT TRUE (S)HE MAY NEED A VISA.To reenter the US a Permanent Resident normally needs to present the green card (Permanent Resident Card, Form I-551) for readmission. This is how it is stated on the website of US Citizens and immigration services.According to Wikipedia, the homepage of many embassies (which I recommend you check before traveling to any country, including those with no visa requirements) and my own travel experience, there are quite a few countries that either require a visa upon entry or require a visa be obtained before embarking on the flight destined for that country. The former Russian Republic, China, India, many other Asian countries, most of central Africa, with exceptions, and in South America, Brazil, are countries that require visas. Happy travelling!en.wikipedia.org/wiki/Visa_requirements_for_United_States_citizensAnswer 3Your US residence makes no difference once you are outside he USA. Whether you need a visa to travel to Venezuela, or anywhere else, depends on your citizenship, that is it depends on which country issued your passport.
