Why be hostile? There is no reason to attack the poor guy or otherwise put him down. Just keep saying no or giving him excuses and he'll eventually get the idea. If you were to ask me out I certainly wouldn't call you a psycho from Hadies, nor would I ridicule you for your appearance. Instead, a mature person would politely thank the person for their interest but come up with a believable but firm reason why they wouldn't want to or be able to go out. Civility is about being courteous to others. Why say "NO, You CREEP!", in an openly hostile attempt to push him away, when a simple, "I wouldn't be interested, but thanks for asking?" is all you really need to say. By the way, I'm happily married and have no need or wish to date anyone else, but thanks for asking.

If you and that guy are still friends that can help. It depends also on how long ago he asked you out. If it was a few months ago to a week ago you should wait until you broach the subject again. If it was a waaay long time ago then just go for it. You should also flirt with him a little and then tell him you like him when you guys are friends again. See how he reacts to that.
