When a person doesn't normally live at a certain address, and does not receive mail there, they would get mail 'in care of' a person that does get mail there. It cuts confusion for the postal service, but also puts responsibility to deliver the mail on the person whom the mail was left in the care of, or return it to the sender.

When you want a specific person in a company to receive a parcel.
