the answer is when you can recite it in your sleep, or when someone fires a random question at you and you can answer it. But say you do all your math revision 5 weeks before your exam and then continue onto other subjects, your brain will forget the information, because our haven't refreshed your brain.
Draw up a timetable, so on monday you will revise one quarter of french and one quarter of English etc. Then for the next weeks you will complete all the subjects and then go back to them!

if you are referring to a speech, again it is constant reciting, and pacing. Some brains learn quicker than others. But when you drive to school, recite it, collecting your lunch, recite it, walking to the park, recite it, because then you are catching your brain off guard and then you truly know that you know it.
