This is not enough. If two foreign-born parents have a child born in France, they can claim French citizenship for the child (turn towards the Préfecture with the birth certificate). Having a child entitled to French citizenship may help (but not be sufficient anyway) the parents to obtain their naturalization.
At French law, if a man was born in France, his children do not automatically qualify for a French passport. Each case ought to be carefully considered by a French lawyer (a Solicitor) before applying for French citizenship.
