The People's Republic of China is a single-party Communist state, officially called a "People's democratic Dictatorship".

The economic system existing in China today is officially called a "Socialist market economy", but most describe it as a form of capitalism.

The economy is functionally capitalist, where enterprises are organized as business companies and strive to maximize profits as their goal. Most large enterprises are organized as Western-style corporations, where the state owns controlling shares in. These are called "state-owned enterprises" and exist alongside privately-owned enterprises.

This form of capitalism is widely called "state capitalism", and is similar to the economic system found in Singapore.

What this means is that a relatively small cadre of highly important, rich, influential, and mostly corrupt party members and politicians controlled the entire country. There was very little private ownership of anything, except by the aforementioned ruling junta. They owned cars, houses, land, jewels, and much of the other trappings of 'capitalist running dog' ideology. However, after a half-century of stagnation in which your average Chinese family escaped poverty and disease only by dying in droves, the rulers realized that they could make even MORE money if they allowed SOME Chinese to own stuff like land and factories, and even grown their own food. Their phone system is circa 1910 in it's quality and usefullness. Their roads and bridges are built by the construction firm of Graft & Corruption, which is why anything made of concrete in China will collapse under its own weight almost before the cement is dry. In fact, in most Chinese cities, it's hard to tell whether a building is being built or torn down - the rubble looks very much like new construction. China, as a country , is thus now only about a century or two behind the rest of the world. But they're catching up quickly.

Technically both. While China has a communist system of government, there are for-profit enterprises allowed in some fields, especially where the Chinese interact with Western companies and governments. These are notably present in Hong Kong, and in 2013 a new free trade zone was opened in Shanghai. But all of these are still highly regulated.

There is also a large "black market" in consumer goods within urban areas of China.

No. China is capitalist (wages system, production for sale, much inequality). Communism means a classless stateless society based on production for use and will have to exist at a global level.
