No it is illegal
It is against piracy laws in many countries, but it is not considered illegal in Australia.
actually r4 is illegal anywhere because it is not licensed by Nintendo
== == Putting ANY software on your Nintendo DS via the R4DS that you DO NOT OWN A COPY OF, is ILLEGAL. For example. Take the game, Nintendogs. If you do not OWN a copy of Nintendogs, if you have not PURCHASED it, you must be fully aware that placing this on your R4DS is ILLEGAL. You MAY put user-created programs (homebrew) or personal programs or games that you have created yourself, or the developer has confirmed is FREE TO USE AND DOWNLOAD. Buying the R4DS is not illegal, but putting Nintendo DS ROMs on your DS that you haven't paid for is.
Sorry you can't because it's kinder illegal, but you have to buy them online.
Its not always illigal. If you use it for homebrew its legal and for backing up your games its also legal. r4ds is illegal because when you go and download roms off the computer and you don't even own the game it is like going to Target and stealing a Nintendo Ds game.
Yes, TTDS / R4DS are illegal, but ONLY if you use them for "ROM"s. You can apparently use them for other kinds of media, like music.
huh? the R4DS is for the Nintendo DS.
no, but there is no need to, the R4DS has a built in Action Replay.
Yes the r4ds boots up game boy games into ds mode.
the question is a bit vague: The best model for R4DS: The original R4DS (not pro, not ultra, not SDHC, not R4i etc.) The best kernel version: v1.18 (Released 24th April 2008) www.r4ds.cn
