No. Mud is a mixture of dirt and water, and is a suspension rather than a true solution.

Some fraction of "mud" may be composed of soluble materials.

The organic molecules and some inorganic molecules in dirt are able to dissolve in water. But, minerals can't dissolve in water. So, only part of dirt is soluble in water.

mud is insoluble and will not pass through a filter because mud has large particles like sand. ;)
