A computer program is any software written to be run on a computer. This includes utilities, operating systems, developer tools, and applications. An application is a type of program, but a program is not necessarily an application. A program could be an operating system kernel, a hardware driver, an embedded system, an emulator, amongst many others. Applications cover a wide rang of software, including games and office software, and can generally be written using any programming language. Non-applications software requires a more general purpose language, preferably one that supports low-level programming.

Java is exclusively an application development language because it is an interpreted language that is wholly reliant upon the Java virtual machine for the majority of low-level functions. This makes it entirely unsuitable for writing non-application software including operating system kernels, drivers, memory managers, emulators and so on.
