Neither, both, or either may have horns depending on the breed, whether that particular breed has expressed polled characteristics or not, or if they have been dehorned when young.

Steers are male bovines that have been castrated prior to maturity. Some call them "castrated bulls" but this is really incorrect since steers look nothing like bulls. Stags are more "castrated bulls" because they still retain bullish characteristics because of the fact that they've had their testes removed after reaching sexual maturity.

Bulls are intact male bovines that are used for breeding purposes. A bull is a bull from the time it is a year old until death.

An ox (plural: oxen) is a bovine that has been trained for draft work, such as pulling plows, wagons, and cats. Most oxen are male bovines castrated after puberty, though many oxen are intact males and females merely trained for their ability to pull heavy objects that a single human cannot do him/herself.
