It varies from airline to airline. Usually the carry on size restrictions are available on your airline's website.
Most international are 21.5" x 15.5" x 9". US is 22" x 14" x 9". Some national flights are less than 18" in length. Some small chartered planes take only 17" x 13" x 6". And some stingy airlines are even smaller than that.
And as the previous answer said, it has to fit in the overhead compartment.
