It is actually found just above the cigarette lighter and power point in the centre of the dash below the radio/cd player. You need to take the bottom panel of the dash off to get in there and then you find two switches. One of them will be the turn signal switch. It took me about a half hour to finally get all the panels off and change the switch. Once the switch is changed, I recommend testing it before you put it all back together. I still shake my head on why they did not put it under the bottom dash where most fuse panels were. .
Actually, you don't need to remove any of the dash panels in order to replace the flasher. Open your glove box, then slide your fingers along the edge of the glove box liner to the left of the latch. There is a cut-out in the liner, and you will feel a metal release within the cut-out. Push upward slightly on the glove box liner, then push upward on the release. Hold the release in the upward position, then lower the glove box liner. The liner will drop out of the way giving you full access to the turn & emergency flashers. After replacing the flasher(s) simply push up on the glove box liner until it snaps back into place.
In our 96 Blazer S10, it was behind the radio. We had to remove the radio to get to it.

You need to remove the plastic lower dash panel to expose the signal and 4-way flashers. They are located aprox under the radio behind the lower panel.
