In New Orleans in the late 1800's and early 1900's the African origins of the black musicians mixed with the sounds of military bands and possibly Spanish and French dance music. Unfortunately for history, there were no recordings of the formative years .Prominent drummers in the earliest recorded jazz were Baby Dodds and Paul Barbarin.

Contrary to popular belief, the drum was not invented in Africa. The oldest drums we know of were discovered in the region that would have been ancient Mesopotamia, in what is today's Iraq, and are around 4500 to 8000 years old. These drums were very different from and have almost no relation at all to the modern drum set.

The steel drum itself wasn't necessarily invented by any one person, it evolved slowly in Trinidad by people using old oil cans and biscuit tins as drums. Slowly, the can would become so dented that multiple tones could be discerned. The first person to make a chromatic steel drum out of the modern 55-gallon oil drum was Ellie Mannette. Ellie currently resides in the US and his company is the leading manufacturer of Steel Pan drums in the United States.

Therefore we assume drums originated from Ancient Mesopotamia, because the oldest drum discovered so far was found from that era, in what is today part of modern-day Iraq.
However that does not strictly mean drums definitely originated from Ancient Mesopotamia, it is very possible that they were invented earlier. But this is the earliest evidence we have of drums so far.
As for the "who" exactly, we may never know. Accurate records from ancient eras do not exist. Most of what we know about the ancients is through Archaeology.
