Most of the Genocides or Murders were the work of tyrannical zealots who murdered rivals, political dissenters and innocent people mainly to consolidate their rule. The Men whose names consist in this list were poweful and tyrranical megalomaniacs.

To understand these despotic regimes the 20th Century which saw 2 World Wars, the IInd WW being the most destructive having a death toll of 50 to 60 million, this century stood witness to some the most despotic regimes in World History.

The Georgia born leader Joseph Stalin who was the general secy of the Soviet Communist Party is considered as the No.1 most murderous man in World History. During his rule from 1922 to his death in 1953, were marked by the Ukrainian famineof 1932-33 which was the result of his adminstrative and political decisions rather than natural causes according to historians, with a death toll between 5-10million. In 2003 the Govt of Ukraine declared the famine as a genocide. His policy of the Great Purge was used as a means of political repression and to consolidate his position. People were arbitrarily killed by shooting squads and dissenters were either killed or sent to the labor camps in Siberia which was popularly known as the Gulag which was a Govt agency who ran the forced labor camps and those exiled included petty criminals, intellelectuals, and political prisoners indicted by kangaroo courts and these extra-judicial punishments were given the name of corrective measures.
