No, this is a myth. In related links there is a print screen showing at least one clock not set at 4:20 which quite a few in the pawn shop were set to, but not every clock in the movie. Also, the wristwatch that the boxer's dad sent him is set to 12:12 so that also proves this wrong.

Because they all tell time.

They are not stuck on the same time however.

If you watch the movie again, the time at Jimmie's place is 8:20, Mr Wolf's Watch is also in the morning.

It is a myth that the clocks are set to the same time, people who think they are set to same time, don't really pay attention to the movie, they merely regurgitate incorrect information.
