World time is not different around the world. World time is determined by the Greenwich Meridian, and all time zones (local times) are offset from this by up to 12 hours. On the opposite side of the Earth from the Greenwich Meridian is the International Date Line, where local time varies by 24 hours on either side of the line.
Local time is different around the world because the Earth rotates as it orbits the sun. Every 24 hours the Earth completes a full 360 degree rotation relative to the sun. Thus the Earth is segmented into 24 time zones, each of which is 15 degrees. The International Date Line is variable as it compensates for territories that laterally cross the date line.
Thus when Greenwich is facing directly towards the sun, it is 12 noon in Greenwich, and within all territories that lie on the same line of longitude, or within 7.5 degrees on either side. On the opposite side of the world, it is midnight on the same day or the day before (depending on what side of the date line you are on), as that side is facing away from the sun.
If daylight saving is in effect during winter time, local time will adjust by an hour to give lighter mornings and darker evenings.
